The Effect of Fare Reductions on Low-Income Transit Riders: A Randomized Controlled Trial

We examined the effect of fare reductions on low-income transit riders in the Waterloo Region of Ontario. The study was designed as a randomized controlled trial and four reduced-fare transit passes were made available for purchase: an Off-Peak Pass that cost $23, a 20-Ride Pass ($25), a Combo Pass that offered both off-peak travel and 20 rides ($48), and an Unlimited Pass ($65). We collected longitudinal panel data from 506 participants on the effects of the reduced-fare offerings, measuring changes in transit behaviours and outcomes after four, eight, and 12 months.
