Organizes and completes assigned joint procurement project planning, design and preparation, by:

•  Managing and supporting complex, high-risk transit projects through various stages of definition, procurement, proposal evaluation, and contract management
• Writing and presenting technical reports and specifications such as Request for Proposals (RFP) or other tenders used in the procurement process to source and deliver transit goods and services
• Ensuring adherence to project technical and quality requirements, schedules and approvals
•  Providing industry expert services and defining and developing new and improved technical specifications on behalf of Ontario municipalities
•    Represents Metrolinx at meetings with stakeholders and other transit and government agencies
•  Supports and tracks program data and key performance indicators
•  Conducts vendor performance evaluations and resolves disputes between vendors and transit stakeholders
• Reviews and evaluates consultant studies, reports, design proposals, specifications and contract documents, to ensure adherence to policies, procedures and standards
•  Directs vendors and technical cross-functional project teams engaged in ongoing projects
• Advises other employees on topics related to the Senior Project Officer’s area of expertise but does not guide employees in their day-to-day activities
