Michel Tramblay Wins Edward J. Dowling Distinguished Service Award

Michel Tramblay received the Edward J. Dowling Distinguished Service Award at CUTA’s 2025 Awards Ceremony in Montreal.

Michel Tremblay has dedicated 30 years to the Société de transport de Montréal (STM), including nine years as Director of Network Planning and Development and most recently serving as Deputy Director within the Executive Management, Planning, Service Delivery, and Customer Experience department. He is recognized for his deep expertise in network and bus service planning, data-driven decision-making, and leadership in improving customer experience. 

Over his career, Michel has driven transformative projects for Montreal’s bus network, including implementing bus priority measures, express lines, frequent-service grouping, and a major network redesign to integrate with the REM and the blue metro line extension. He has led technology and operational improvements, developed annual service plans, and overseen optimization initiatives to maintain service quality within budget constraints. 

Michel’s collaborative approach has involved extensive stakeholder engagement, including municipal and provincial partners, community organizations, and transit users, ensuring projects are socially acceptable and customer-focused. He has also contributed to the broader Quebec transit community through leadership roles with the Association du transport urbain du Québec (ATUQ), fostering knowledge-sharing and best practices across the province. 

Known for his integrity, transparency, and ability to inspire teams, Michel’s leadership has left a lasting mark on STM’s bus network, elevating service frequency, accessibility, and overall customer experience.
