Scott Haskill received the William G. Ross Lifetime Achievement Award at the 2024 CUTA Awards Ceremony.

Scott Haskill’s passion for public transit began in childhood, riding buses, streetcars, and subways with his father in Etobicoke. This early interest led him to study geography at Queen’s University, where he started a master’s focused on public transportation. In 1990, he paused his studies to join the TTC as a Transit Planner.

At the TTC, Scott played a crucial role in planning and designing transit

services during a challenging economic period marked by recession and service cuts. He introduced data-driven methods that established fair service standards, creating guidelines that prioritized customer convenience and equitable service allocation. His foundational work continues to influence modern transit planning in Toronto and beyond, with many of his trainees now at various transit agencies.

Over three decades, Scott implemented countless service improvements, enhancing routing, service levels, and operational periods, which contributed to sustained ridership growth. His dedication to transit

is evident in his daily use of the system and his efforts to explore new neighbourhoods.

Scott was instrumental in developing the Transit City plan, which laid the groundwork for major expansion projects, including Line 5 Eglinton and Line 6 Finch West. He also led initiatives that improved overnight service and created the all-day everyday network. His leadership during

the Pan Am and Para Pan Am games ensured effective transportation for attendees.

In addition to his planning work, Scott shared insights through articles in the CUTA Forum Magazine and contributed to newsletters for the Upper Canada Railway Society. In his final years, he served as acting Chief Strategy and Customer Officer, guiding the TTC through the pandemic by realigning services and managing customer experience strategies.

Scott Haskill is recognized as a dedicated advocate for public transit, and his significant contributions will continue to benefit Toronto riders for years to come.
